Most public libraries need new money every year just to stay online. When a budget is cut, collections go dark. Circular Fund Solution One is a circular-economy funding model: a library is funded once at launch, then keeps running on decentralized computing, without yearly appropriations.

Each new budget cycle puts digital collections at risk.
Grants and subsidies pay the same running costs again and again.
There is no standard model yet for funding a library once and keeping it open for good.
